| i. | Meeting public aspiration of the piers, rectifying the identified deficiencies; and addressing the needs of the public including both the existing and the future uses. |
| ii. | Facilitating construction of the proposed pier improvement; as well as their subsequent operation and maintenance in an efficient and cost-effective way. |
| iii. | Being environmentally friendly in the construction, operation and maintenance of the proposed pier improvement. |
| iv. | Introducing smart city initiatives to improve people’s quality of living; enhance the effectiveness of sharing of travelling, weather and tourist information to pier users; which will help contribute to Hong Kong’s visions of sustainability, efficiency and safety. |
